Ein Brief an Charles Michel, EU-Ratspräsident

Zahlreiche Europaabgeordnete der Fraktionen der Grünen und der Linken richten sich angesichts der Corona-Pandemie mit einem gemeinsamen Brief an Charles Michel, Präsident des Europäischen Rates. Ihre Forderung: Eine einheitliche, überzeugende und effektive Antwort auf die bevorstehende Krise.

Denn die Überwindung der Krise sowie ihrer sozialen und ökonomischen Konsequenzen sind eine Herausforderung, die die Politik aller Mitgliedstaaten in den kommenden Jahren prägen wird. Diese noch die dagewesene Situation stellt sowohl den internen Zusammenhalt der Union als auch die Garantie ihrer erklärten Prinzipien, insbesondere die Solidarität unter den Mitgliedstaaten auf die Probe.

Spaniens Gesundheitsbehörden haben einen sehr klaren Slogan verwendet: "we will only stop this virus together” - wird werden dieses Virus nur gemeinsam stoppen! Dieser Grundsatz muss auch unter den Mitgliedstaaten gelten. Angesichts dieser außergewöhnlichen Situation brauchen wir ausßergewöhnliche Maßnahmen.

COVID-19 betrifft uns alle, kennt keine Grenzen und auch keine Verträge. Deshalb muss der Rat für das tätig werden, was andere Institutionen und unsere Gesellschaft bereits verstanden haben.

Keine Rückkehr zur Austerität, sich bereits in schwierigen Verhältnissen befindenen Staaten dürfen keine Kürzungen auferlegt werden, eine Einigung über Eurobonds zur Sicherstellung von Schulden auf dem Gegenseitigkeitsprinzip in diesen kritischen Zeiten, kurzfristige Maßnahmen zur Stärkung der öffentlichen Daseinsvorsorge und der Schutz von Arbeitnehmer*innen sind ebenso zu gewährleisten wie übereinstimmend über einen mittelfristigen Plan zur Ankurbelung der Wirtschaft zu entscheiden und den Einfluss auf die Krise zu minimieren.

Dear Mr Michel,
 
The number of deaths due to the COVID-19 pandemic keeps growing in the European Union. Overcoming this crisis and its social and economic consequences will be a challenge that will shape the policies of all Member States in the upcoming years. This unprecedented situation tests the internal cohesion of the Union and the guarantee of its declared principles, particularly solidarity between States.
 
Spain’s health authorities have used a very clear slogan: “we will only stop this virus together”. We believe this unity is also fundamental amongst Member States. This is a completely exceptional situation and we therefore need exceptional measures. This is the moment for a unified, strong, and effective answer to the upcoming crisis.
 
In this scenario, the European Union should be putting forward short-term measures to strengthen public services and protect workers during this health emergency, as well as agreeing on a mid-term plan to stimulate the economy and minimize the impact of the crisis. The European Union should never have to look for medical supply or life-saving medicines outside its own borders. We will only achieve this through public investment in our own productive sector.
 
This is not the time to return to austerity. The Commission has understood this well and suspended the Stability and Growth Pact for the first time in its history. Every one of the Member States in the Council must take not and not impose cuts on countries that are already in difficult conditions.
 
We cannot repeat the mistakes of 2008 and condition any type of support to budgetary cuts. The people of Europe would not understand an attack on the public sector in a moment in which it has proved essential.  
 
This is why we urge the Council to work decisively within the deadline of 15 days decided in its last meeting for an agreement about the creation of Eurobonds to guarantee debt mutualisation in these critical times.  
 
No State can bear the burden of the consequences of this pandemic alone. We also need urgently a plan to boost public spending in strategic sectors during the pandemic, but particularly after it, in order to strengthen our health systems and stimulate our economy, a real and green new deal putting people at the centre of policy. As even Mario Draghi, former President of the European Central Bank, has stated, the cost of hesitation may be irreversible.

COVID-19 affects all, it knows nothing about borders or treaties, and this is why we need the Council to work for what other institutions and our societies have already understood.
